Too many towns have initiated this contractor fee, with the rationalization that it is small (around $150) and somehow protects residents from contractor fraud. Our View: Berlin's downtown enjoys a renaissance
Berlin has accomplished what Salisbury has been trying unsuccessfully to do for decades. In the 1970s, the Worcester County town's Main Street was a bleak sight dominated by boarded-up buildings and little else. Today there's not a vacancy in sight. And more is on the way --a Zumba studio, two new restaurants, a Maryland wine bar and a bridal shop among them.
