Is Goodwill coming to Keokuk or not?

The city has agreed in principle to sell a tract of land to a private developer who in turn might lease it to Goodwill. Only problem is that Goodwill says they don't have any concrete plans to locate in Keokuk.

New Chamber ‘Pin Prize Program’ pays off for some
